Minutes of the February 2004 Supervisors' Meeting

The Silver Lake Township Supervisors held their regular monthly meeting on February 2, 2004 at the Silver Lake Township Building. Terry Dugan called the meeting to order at 7:30 PM and everyone saluted the Flag.

The minutes of the January 5, 2004 meeting were read and approved on motion made by Tom Swan and seconded by Terry Dugan. The Treasurer’s report was read, approved and held for audit on motion made by Tom Swan and seconded by Terry Dugan.

Public Comment: Terry Dugan spoke regarding an article that was recently in the “Binghamton Press”. He wanted it clarified that the sewage system the article was referring to was for Silver Lake – the body of water – and not Silver Lake – the township. Terry Dugan summarized the Silver Lake Sewage Project and that Pennvest who will be financing it requires the Township Supervisors to guaranty the loan. Terry Dugan further explained that Pennvest will work with the Municipal Authority should there be any problems. The attorney for Pennvest told the Silver Lake Township Solicitor, Jason Legg, that he has never seen Pennvest call upon a guaranty. There were a number of questions and comments relating to this project. Terry Dugan read a Resolution to Conditionally Approve Guarantee of Pennvest Loan Regarding Silver Lake Sewer System. The Silver Lake Township Supervisors will continue to assess any risk this project might present. The resolution can be rescinded at any time. Terry Dugan made a motion to accept the Silver Lake Sewer System Resolution, Tom Swan and Sandy Payne seconded, approved.

Tom Swan gave the road report. The grant for Wilkes-Barre Turnpike has been submitted. We should hear something in about 45 days.

Chief Michael Hornak gave the police report for January.

Three building permits were issued during the month of January.

Sandy Payne made a motion to pay the bills as submitted and Terry Dugan seconded, approved.

As no further business was presented, Terry Dugan made a motion to adjourn the meeting and Tom Swan seconded, approved.
