Minutes of the March 2004 Supervisors' Meeting

The Silver Lake Township Supervisors held their regular monthly meeting on March 1, 2004 at the Silver Lake Township building. Terry Dugan called the meeting to order at 7:30 pm and everyone saluted the Flag.

The minutes of the February meeting were read and approved on motion made by Tom Swan and seconded by Terry Dugan. The Treasurer’s report was read, approved and held for audit on motion made by Tom Swan and seconded by Terry Dugan.

Public Comment: Rueben Everitt asked about a questionnaire that was mailed to people involved in the Silver Lake (body of water) sewage project. George Basel, chairman of the Silver Lake Municipal Authority, answered Mr. Everitt’s questions. Mr. Basel explained that 35 responses had been received so far and he hopes to receive additional responses this week. Terry Dugan further explained that the only reason the Silver Lake Supervisors are involved in this project is because Pennvest is requiring the Supervisors to guaranty the loan. Mr. Everitt’s stated the sewage line has been extended merely to increase to number of people who will be required to hook up to the system. No number of negative responses has been set to stop the project. Mr. Basel said he hopes to have some information for their March 8th Municipal meeting. The Supervisors are attempting to put a time limit on the length of the guaranty. Pennvest reviews guarantees each year to see if it is still necessary. Everyone will be able to see what the actual cost of the project will be once the bids are opened.

Chief Michael Hornak gave the police report. He had sixteen reportable incidents.

Tom Swan gave the road report. We should be hearing in a few weeks on the Wilkes-Barre Turnpike grant. Some of the equipment is being readied for the spring. Terry Dugan made a motion to advertise for road materials, Tom Swan seconded approved.

Terry Dugan read a resolution that needs to be past to join COG Codes. This will allow COG to enforce our ordinances. Terry Dugan made a motion to pass the resolution and Tom Swan seconded, approved. Another resolution that needs to be past is one that will appoint a primary representative to COG Codes Committee and an alternate representative. Terry Dugan made a motion to appoint Tom Swan as the primary representative, Sandy Payne seconded, approved. Tom Swan made a motion to appoint Terry Dugan as the alternate representative, Sandy Payne seconded, approved.

One building permit was issued during the month of February.

Terry Dugan made a motion to pay the bills as submitted, Tom Swan seconded, approved. As no further business was presented Terry Dugan made a motion to adjourn the meeting, Tom Swan seconded, approved.
