Minutes of the April 2004 Supervisors' Meeting

The Silver Lake Township Supervisors held their regular monthly meeting on April 5, 2004 at the Silver Lake Township Building. Terrence Dugan called the meeting to order at 7:30 PM and everyone saluted the Flag.

The minutes of the March meeting were read and approved. The Treasurer’s report was read, approved and held for audit on motion made by Tom Swan and seconded by Terry Dugan.

Public Comment: It was asked what the status was for cell phone towers in the area. Tom Swan asked everyone to call their cell phone company and inquire about their plans to put towers in the area. I.W.A. has advertised and has had some calls from interested cell phone companies. Terry Dugan talked regarding the Pennsylvania Uniform Construction Code. The Supervisors still have a number of unanswered questions. There will be a special meeting on Monday, April 26, 2004 at 7:30 PM and at that time the Supervisors will decide if Silver Lake Township will opt in or opt out.

Terry Dugan read Ordinance 36 relating to a maintenance agreement with C.O.G. for certain types of sewage treatment systems. Tom Swan made a motion to advertise Ordinance 36 and Sandy Payne seconded, approved.

Terry Dugan read a letter from George Basil, the Chairman of the Municipal Authority, terminating the Silver Lake (body of water) sewage project. The total cost of the project was more than the approved loan amount. The five members of the Municipal Authority voted against continuing the project. Terry Dugan read a Resolution to rescind the guaranty for the Silver Lake Sewage Project. Tom Swan made a motion to approve the resolution and Sandy Payne seconded, approved.

There are two requests for firework permits. Kevin Duke for July 4, 2004 and Leonard Zalepa to help with controlling the geese in his pond.

All bids will be reviewed carefully before a decision is made.

Tom Swan gave the road report. The equipment is being readied for spring road work. A road check has been done and a lot of sluice pipes will need to be replaced this year. Box culverts will be put in on Lake Front Road.

Chief Michael Hornak gave the police report. It was a quiet month with only eleven reportable incidents.

Twenty-seven building permits were issued during the month of March.

As no further business was presented, Terry Dugan made a motion to adjourn the meeting and Tom Swan seconded, approved.
