Minutes of the June 2004 Supervisors' Meeting

The Silver Lake Township Supervisors held their regular monthly meeting on June 7, 2004 at the Silver Lake Township building. Terrence Dugan called the meeting to order at 7:30 pm and everyone saluted the Flag.

The minutes of the May meeting were read and approved. The Treasurer’s report was read, approved and held for audit on motion made by Tom Swan and seconded by Terry Dugan.

Public Comment: There were a number of questions and concerns regarding Ordinance No. 35 for Assessment Permits. Terry Dugan made a motion to table the ordinance until questions could be answered, Tom Swan seconded, approved. There were also questions for the new junk yard ordinance. Terry explained that the Township Solicitor, Jason Legg, suggested some revisions. The necessary changes are being made and then the solicitor will review the final copy. This ordinance addresses all junk no just cars.

George Basel, Chairman of the Silver Lake Municipal Authority, spoke regarding the Silver Lake (body of water) loan. The Municipal Authority has signed a loan with Pennstar to pay the debts incurred on the Silver Lake Sewage Project. The loan amount is $86,952 at an interest rate of 2.66% and the payments are semi-annual in the amount of $8,695. Payments will begin in 2005. Mr. Basel made a number of suggestions for making the loan payments. He said that if each resident were to contribute to paying on the loan it would amount of approximately $8 a person. He also asked if the Supervisors would consider putting an amount in next year’s budget. Another option is raising the rates for the residents that are on the Quaker Lake and Laurel Lake Systems. The residents of Silver Lake Association will be having a meeting and at that time will decide on a monetary figure.

Ordinance 34 is for the Uniform Construction Code. Silver Lake has opted in with COG. This ordinance will become effective on July 1, 2004. Tom Swan made a motion to pass Ordinance 34 and Sandy Payne seconded, approved.

Chief Michael Hornak gave the Police Report. There were 21 reportable incidents during the month of May.

Tom Swan gave the road report. There are approximately 8 roads left to grade out the potholes. The roads on Sophia, Kennedy, Quinn, Donovan and Hawranick will have the bad sections ground and new material added as it is being ground. The section of road from Tuckers to Nortons has been oiled and stoned to help with the potholes and dust. This is just a temporary fix.

Sandy Payne made a motion to approved three permits for fireworks. Nick Demaree and Timberline Campground both for July 4, 2004, and the Silver Lake Volunteer Fire Department for July 10, 2004 Terry Dugan seconded, approved.

Thirty-eight building permits were issued during the month of May.

Terry Dugan made a motion to pay the bills as submitted, Tom Swan seconded, approved. As no further business were presented, Terry Dugan made a motion to adjourn the meeting and Tom Swan seconded, approved.

June Special Meeting

The Silver Lake Township Supervisors held a Special Meeting on June 21, 2004 at the Silver Lake Township Building. Terrence Dugan called the meeting to order at 7:00 PM and everyone saluted the Flag.

Terry explained that the purpose of the meeting was to request bids for two projects. The first project is for Lake Front Road Project. Tom Swan made a motion to advertise for bids, Sandy Payne seconded, approved.

The second project is township building renovations. Terry Dugan made a motion to advertise for bids, Tom Swan seconded, approved.

As no further business was presented, Terry Dugan made a motion to adjourn the meeting, Tom Swan seconded, approved.
