Minutes of the July 2004 Supervisors' Meeting

The Silver Lake Township Supervisors held their regular monthly meeting on Tuesday, July 6, 2004 at the Silver Lake Township building. Thomas Swan called the meeting to order at 7:30 pm and everyone saluted the Flag.

The minutes of the June meeting were read and approved. The Treasurer’s report was read, approved and held for audit on motion made by Tom Swan and seconded by Sandy Payne.

Tom Swan opened the bids received for the Lake Front Road Project. One bid was received from Conaty Construction with a quote of $21,339.

Jim Harvilchuck donated a clock for the meeting room. Tom Swan thanked him for his contribution.

Public Comment: Roxy O’Berg representing the Silver Lake Association. She explained that there are a number of lake association members who would be willing to contribute to paying off the debt incurred for their defunct sewage project. However, their members are requesting that the Silver Lake Township 537 Plan be amended to take out Silver Lake. Keith O’Berg spoke about a sewage management plan for Silver Lake and perhaps the whole township could be included in the plan. The Silver Lake Municipal Authority or COG could be in charge of the plan. Jason Legg the Township Solicitor said that he would call and set up an appointment with Rick Sabulski
with DEP and get things started on revising the 537 Plan. It will take approximately 120 days to get the revisions done. Attorney Legg explained that the Municipal Authority is a separate entity from the Township Supervisors. They are appointed but the only way the Supervisors could take over would be if the Municipal Authority went bankrupt. There were a number of questions and comments about the Silver Lake (body of water) Sewage Project. The best way to stay informed of what is going on within the township is to attend the monthly meetings.

Several residents of Laurel Lake asked about the sewage lines on Donovan Road now that part of the bank has been removed. Tom said we are working with the Municipal Authority on a resolution to what should be done.

Chief Michael Hornak gave the police report. There were 25 reportable incidents for the month of June. ATV’s continue to be problems.

A resident asked about the Junk Yard Ordinance. Tom explained that it is currently being revised and will include all types of junk around houses. Tom said that the people are abusing the metal dumpster at the township building. Two refrigerators were received filled with rotten food. In addition, we continue to receive mattresses, plastic toys and furniture, rugs, and upholstered furniture. If this continues we will have no choice but to get rid of the dumpster.

Tom Swan gave the road report. There are several roads that continue to have potholes in the same area year after year. Vestal Asphalt will be grinding these areas and additional material will be put down while the grinding is being done. The township has purchased a salt brine truck. Tom said he had trouble getting PENNDOT to come out to spread the salt brine on township roads. This service has been dropped from the Agility Program and it will be replaced with stone and oiling of road approaches.

Fifty-six building permits were issued during the month of June. Tom Swan made a motion to pay the bills as submitted, Sandy Payne seconded, approved. As no further business was presented Tom Swan made a motion to adjourn to meeting, Sandy Payne seconded, approved.
