Minutes of the January 2005 Supervisors' MeetingThe Silver Lake Township Supervisors held their organizational meeting on January 3, 2005 at the Silver Lake Township Building. Terry Dugan called the meeting to order at 7:30 PM. Everyone saluted the Flag. Tom Swan made a motion that Terry Dugan act as temporary Chairman, Sandy Payne seconded, approved. Sandy Payne made a motion that Terry Dugan serve as Chairman of the Board of Supervisors Tom Swan seconded, approved. Terry Dugan made a motion that Tom Swan serve as Vice Chairman of the Board of Supervisors Sandy Payne seconded, approved. Tom Swan made a motion to reappoint Sandy Payne as Secretary / Treasurer at an annual salary of $8,250, Terry Dugan seconded, approved. Sandy Payne made a motion that the Tax Collector’s commission remain at 4%, Tom Swan seconded, approved. Tom Swan made a motion to approve the tax collector’s appointing of Lois Nagy as Deputy Tax Collector and Sandy Payne seconded, approved. Tom Swan made a motion to reappoint Anthony Trecoske and Steve Whitmore, Jr. to the Silver Lake Township Planning Commission. Terry Dugan made a motion to cond8ct interviews to fill the 2 positions on the Silver Lake Planning Commission, Sandy Payne seconded, approved. Tom Swan opposed. Sandy Payne made a motion that Tom Swan work as a laborer and Road Master Terry Dugan seconded, approved. Tom Swan made a motion authorizing Terry Dugan to work as a laborer, Sandy Payne seconded, approved. Terry Dugan made a motion to reappoint Michael Hornak as Police Chief at an annual compensation of $21,416, Sandy Payne seconded, approved. Sandy Payne made a motion for Tom Swan to be primary representative for Northern Tier Coalition, Terry Dugan seconded, approved. Tom Swan made a motion for Terry Dugan to be alternate representative for Northern Tier Coalition and Sandy Payne seconded, approved. Sandy Payne made a motion to reappoint Timothy Burgh as Police Sergeant at an hourly compensation of $10.00 not to exceed $9,000 Tom Swan seconded, approved. Terry Dugan made a motion to reappoint Bruce Korty as a part-time police officer at an hourly rate of $9.00 Tom Swan seconded, approved. Terry Dugan made a motion to appoint Jason Legg as the Township Solicitor Sandy Payne seconded, approved. Tom Swan made a motion to reappoint COG as Sewage Enforcement, Terry Dugan seconded, approved. Sandy Payne made a motion to reappoint PLGIT and Peoples National Bank as the banks and depository for the Township in 2005 Tom Swan seconded, approved. Tom Swan made a motion to appoint Brian Gardner as Chairman of the Vacancy Board, Terry Dugan seconded, approved. Tom Swan made a motion authorizing the Supervisors and employee to attend the State Convention, Sandy Payne seconded, approved. Terry Dugan made a motion for Tom Swan to be the voting delegate at the State Convention, Sandy Payne seconded, approved. Sandy Payne made a motion to reappoint Jane LaBonte to a 5-year term on the Silver Lake Township Municipal Authority Board, Tom Swan seconded, approved. Tom Swan made a motion that the Supervisors meeting pay remain at $375 per quarter Terry Dugan seconded, approved. Terry Dugan made a motion to accept the list of Fire Police as submitted by the Fire Chief, Sandy Payne seconded, approved. Terry Dugan made a motion for the monthly meeting to be held the first Monday of each month at 7:30 PM unless a holiday, then on Tuesday at the Silver Lake Township Building. Tom Swan seconded, approved. Sandy Payne made a motion for eight paid holidays for township employees
and 120 hours vacation pay for full-time employees of the Township, Terry
Dugan seconded, approved. Tom Swan made a motion that labor rates for township employees are as follows:

Terry Dugan made a motion that Silver Lake Volunteer Fire Company provide fire and emergency services to Silver Lake and Choconut Townships and the Fire Company members are hereby authorized to attend all fires, training and mutual aid call and all other activities as authorized by the Fire Chief and Officers, Sandy Payne seconded, approved. Sandy Payne make a motion to advertise in the Binghamton Press, Tom Swan seconded, approved. This concluded the organizational portion of the meeting. The minutes of the December meeting and the Special Meeting were read and approved. The Treasurer’s report was read, approved and held for audit on motion made by Terry Dugan and seconded by Tom Swan. Public Comment: A resident asked if junk days would have be started again. It was explained that there is a dumpster for all types of metal. The only things that cannot go into the dumpster are glass and construction material. This dumpster is available year round. The township will collect tires in the spring and take them to the Susquehanna County Recycling Center when they have their tire collection. Terry Dugan explained that the 0.5 mil tax increase does not keep up with the inflation rate and it is the first increase in five years. Because of Hurricane Ivan the township has already used up $40,000 of the $50,000 line of credit. Terry Dugan read a resolution to adopt the Northern Tier Coalition Comprehensive Plan and to apply for a grant to start zoning. Tom Swan seconded, approved. Terry Dugan said that the municipality has received a letter from DEP on December 23, 2004 approving the municipality’s approach to work on any deficiencies around Silver Lake (body of water) and any problems will be addressed by COG. Tom Swan made a motion to accept the resolution as read, Sandy Payne seconded, approved. Terry Dugan read a resolution to sell the former township building located on State Route 4002 to the Silver Lake Fire Company. Tom Swan made a motion to accept the resolution and Terry Dugan seconded, approved. Chief Michael Hornak gave the police report. There were l7 reportable incidents for the month of December. Tom Swan gave the road report. Randy Decker with PennDOT will be one of the people who will be involved in accessing the storm damage from Hurricane Ivan. This should take place in January. No building permits were issued in the month of December. Tom Swan made a motion to pay the bills, Terry Dugan seconded, approved. As no further business was presented, Terry Dugan made a motion to adjourn the meeting.
