The Silver Lake Township Supervisors held their organizational meeting on January 2, 2007 at the Silver Lake Township Building.  Thomas Swan called the meeting to order at 7:30 PM.  Everyone saluted the Flag.

Tom Swan made a motion that Terry Dugan act as temporary Chairman, Sandy Payne seconded, approved.

Sandy Payne made a motion that Terry Dugan serve as Chairman of the Board of Supervisors Tom Swan seconded, approved.

Sandy Payne made a motion that Tom Swan serve as Vice Chairman of the Board of Supervisors Terry Dugan seconded, approved.

Terry Dugan made a motion to reappoint Sandy Payne as Secretary/Treasurer at an annual salary of $12,000 Tom Swan seconded, approved.

Sandy Payne made a motion that the Tax Collector’s commission remain at 4%, Tom Swan seconded, approved.

Tom Swan made a motion to approve the tax collector’s appointing of Lois Nagy as Deputy Tax Collector and Terry Dugan seconded, approved.

Sandy Payne made a motion that Tom Swan work as a laborer and Road Master Terry Dugan seconded, approved.

Terry Dugan made a motion to reappoint Michael Hornak as Police Chief at an annual compensation of  $23,500, Tom Swan seconded, approved.

Sandy Payne made a motion to reappoint Timothy Burgh as Police Sergeant at an annual  compensation of $21,500 Tom Swan seconded, approved.

Tom Swan made a motion to appoint Andrew Genneken as a part-time police officer at an hourly rate of $9.00 Sandy Payne seconded, approved.

Sandy Payne made a motion for Tom Swan to be primary representative for Northern Tier Coalition, Terry Dugan seconded, approved.

Tom Swan made a motion to reappointment Marion O’Malley as township solicitor Terry Dugan seconded approved.

Tom Swan made a motion to reappoint COG as Sewage Enforcement and UCC Building Code Enforcement, Sandy Payne seconded, approved.

Sandy Payne made a motion to reappoint PLGIT and Peoples National Bank as the banks and depository for the Township in 2007 Tom Swan seconded, approved. 

Tom Swan made a motion to reappoint Brian Gardner as Chairman of the Vacancy Board, Terry Dugan seconded, approved.

Terry Dugan made a motion to reappoint Jerry Derham, Bryan Young and Edward Sodon to the Silver Lake Township Planning Commission each to a 4-year term, Tom Swan seconded, approved. 

Tom Swan made a motion authorizing the Supervisors and employees to attend the State Convention, Sandy Payne seconded, approved.

Sandy Payne made a motion for Tom Swan to be the voting delegate at the State Convention, Terry Dugan seconded, approved.

Tom Swan made a motion that the Supervisors meeting pay remain at $375 per quarter Sandy Payne seconded, approved.

Tom Swan made a motion to accept the list of Fire Police as submitted by the Fire Chief,  Sandy Payne seconded, approved.

Sandy Payne made a motion for the monthly meeting to be held the first Monday of each month at 7:30 PM unless a holiday, then on Tuesday immediately following at the Silver Lake Township Building. Tom Swan seconded, approved.

Sandy Payne made a motion for eight paid holidays for township employees and 80 hours vacation pay for employees of the Township, Tom Swan seconded, approved.

Tom Swan made a motion that labor rates for township employees are as follows:

William Whitaker	$10.00/hr.
Maryann Trecoske	$10.00 /hr.
Ken Lass	$10.00hr.
Skilled Laborer/Mechanic	$14.00/hr.
Utility Laborer	$12.50/hr.
Road Foreman	$14.00/hr.
Temporary Utility Laborer	$10.00/hr.

Tom Swan made a motion that Silver Lake Volunteer Fire Company provide fire and emergency services to Silver Lake and Choconut Townships and the Fire Company members are hereby authorized to attend all fires, training and mutual aid calls and all other activities as authorized by the Fire Chief and Officers, Sandy Payne seconded, approved.

Sandy Payne make a motion to advertise in the Binghamton Press, Tom Swan seconded, approved.

This concluded the organizational portion of the meeting.

The minutes of the December meeting and the Special Budget Meeting were read and approved.  The Treasurer’s report was read, approved and held for audit on motion made by Tom Swan and seconded by Terry Dugan. 

Minutes of the January 2007 Supervisors' Meeting

Tom Swan made a motion to accept the minutes as read, Terry Dugan seconded, approved.  The Treasurer’s report was read, approved and held for audit on a motion made by Tom Swan and seconded by Terry Dugan. 

There were questions regarding zoning.  Tom Swan explained the informational meetings are being scheduled and residents are encouraged to attend.  The meetings will be held at various locations for the convenience of all townships involved.  Silver Lake will be joining with various other municipalities with zoning and it will be very basic but we need to protect our rural atmosphere.  Comments were made that there are a lot of businesses opening up in the area and they didn’t want to live in the middle of a business district.

Terry Dugan read a letter of resignation from the township assessor, Jim Harvilchuck, effective December 26, 2006.  Tom Swan made a motion to accept the letter, Terry Dugan seconded, approved.  Terry Dugan read an article from a PSATS newsletter stating that the township assessor positions were being eliminated. 

Chief Michael Hornak gave the police report with 14  reportable incidents for the month of December.    The police department has ordered a new 4-wheel drive vehicle.  The 1999 Ford police car has been sold to Susquehanna County for a task force that is being setup.  Terry Dugan made a motion to sell the police car, Tom Swan seconded, approved.

No Assessment Permits were issued during the month of December.
