Minutes of the October 2008 Supervisors' MeetingThe Silver Lake Township Supervisors held their regular monthly meeting on Monday, October 6, 2008 at the Silver Lake Township building. Terry Dugan called the meeting to order at 7:30 pm and everyone saluted the Flag. Tom Swan made a motion to accept the minutes as read, Terry Dugan seconded, approved. The Treasurer’s report was read and held for audit on a motion made by Tom Swan and seconded by Terry Dugan. Terry Dugan spoke regarding the upcoming 2009 budget. The surplus that we have had to the last couple of years is gone due to the price increases of fuels and road materials and supplies. As was previously mentioned, an Earned Income Tax of 1% is being considered. There are several other townships in the area that are also considering adopting EIT. There are so many properties that are in Clean and Green that a property tax increase just doesn’t bring in the revenue needed and mostly affects the residents that do not have enough property to be in Clean and Green. Terry Dugan made a motion to advertise the Earned Income Tax Ordinance, Tom Swan seconded, approved. There were a number of questions regarding an earned income tax. There are a number of residents who are already paying the earned income tax to areas where they work and this would allow that money to come back to our area. The 2009 budget will hopefully be presented at the next meeting. Sergeant Tim Burgh gave the police report with 28 reportable incidents for the month of September. The traffic study for the Laurel Lake area has been completed. PennDot sent in a letter and rejected our request for a reduction in the speed limit. Tom Swan gave the road report. Tom opened up the bids received for the sale of the International Dumptruck. Three bids were received – Hac Ridler $1,801; Binghamton Truck and Tire $6,250; and Rueben Everitt $6,261. The closing for the building purchase should be taking place within the next couple of weeks. One Assessment permit was issued during the month of September. Tom Swan made a motion to pay the bills as submitted, Terry Dugan seconded, approved. As no further business was presented Terry Dugan adjourned the meeting.
