Minutes of the September 2009 Supervisors' Meeting

The Silver Lake Township Supervisors held their regular monthly meeting on Tuesday, September 8, 2009 at the Silver Lake Township building. Terry Dugan called the meeting to order at 7:30 pm and everyone saluted the Flag. Tom Swan made a motion to accept the minutes as read, Terry Dugan seconded, approved.  The Treasurer report was read and held for audit on a motion made by Tom Swan and seconded by Terry Dugan.

Public Comment:  Mrs. Kublo spoke regarding the Special Meeting for the contracted police services with Franklin Township.  She felt this contract would be too costly for the residents of Silver Lake Township.  It was explained that this is a win/win situation for both townships.  Silver Lake Police will not devote a straight eight hours to Franklin Township but will patrol through their township will patrolling Silver Lake.  The insurance company has been contacted and there will no increase in premiums.  This helps a neighboring township plus opens the doors for grants.  The reason for the special meeting was Franklin Township wanted the police coverage to start as soon as they signed the contract which was September 1.  Silver Lake’s regular meeting was a week after that and therefore it was decided to have a special meeting to get the contract signed.  The meeting was advertised in the Binghamton Press as well as posted on the website.  Terry Dugan summarized the contract with is $5,000 per quarter starting September 2, 2009 and ending September 1, 2010.  Silver Lake police will be available to respond to calls for 40 hours per week.  This is not a dedicated 40 hours to Franklin.  Franklin has the option to get out of the contract during the first quarter.

Terry Dugan read a letter from Michael Hornak requesting personnel changes.  Timothy Burgh to be Police Chief, Michael Hornak, Sergeant on a part time basis.  There are two full-time officers and four part time who work on an as-needed basis.  Terry Dugan read a resolution accepting the personnel changes in the Police Department, Tom Swan seconded, approved.

Mr. Demaree asked what additional grants would be available by contracting.  Chief Burgh explained that the only grants they have been able to receive have been for equipment.  This contract will allow them to apply for grants to cover payroll.  Kevin Smith spoke and said he likes seeing the police patrolling the area.  It lets people know we have police. 

Susquehanna County District Attorney Jason Legg attended the meeting and said the Police Contract is an important step for both townships.  By the police patrolling both areas lets people know they are in the area and can be a deterrent.  The County Drug Task Force has had an increase in drug arrests. 

The proposed SALDO is in the final stage.  Residents are encouraged to send in their questions or comments by the end of the week so everything can be reviewed.  The proposed SALDO mirrors the County’s ordinance.  Terry Dugan made a motion to give the proposed SALDO to the Susquehanna County Planning Commission after any other comments are received and reviewed during the week, Tom Swan seconded.  Once the County Planning Commission reviews and gives their comments, any final changes can be made and it can be advertised in October for passage at the November meeting.

Tom Swan gave the road report and read a letter received from PennDot regarding the traffic study done on SR 4002 at Laurel Lake.  PennDOT does not feel it is necessary to reduce the speed limit in that area.

One assessment permit was issued in August.

Tom Swan made a motion to pay the bills as submitted, Sandy Payne seconded, approved.  As no further business was presented Tom Swan adjourned the meeting.
