Minutes of the January 2010 Supervisors' Meeting

The Silver Lake Township Supervisors held their organizational meeting on January 4, 2010 at the Silver Lake Township Building.  Thomas Swan called the meeting to order at 7:30 PM.  Everyone saluted the Flag.

Tom Swan made a motion that Francis Fruehan act as temporary Chairman, Sandy Payne seconded, approved.

Francis Fruehan made a motion that Tom Swan serve as Chairman of the Board of Supervisors Sandy Payne seconded, approved.

Sandy Payne made a motion that Francis Fruehan serve as Vice Chairman of the Board of Supervisors Tom Swan seconded, approved.

Francis Fruehan made a motion to reappoint Sandy Payne as Secretary/Treasurer at an annual salary of $12,000 Tom Swan seconded, approved.

Sandy Payne made a motion that the Tax Collector’s commission remain at 4%, Tom Swan seconded, approved.

Francis Fruehan made a motion to approve the tax collector’s appointing of Lois Nagy as Deputy Tax Collector and Tom Swan seconded, approved.

Tom Swan made a motion that Evan Everitt work Road Master Francis Fruehan seconded, approved.

Tom Swan made a motion authorizing Francis Fruehan to work as a laborer, Sandy Payne seconded, approved.

Francis Fruehan made a motion authorizing Sandy Payne to work as a laborer, Tom Swan seconded, approved.

Francis Fruehan made a motion to appoint Timothy Burgh as Police Chief at an annual compensation of $35,000, Tom Swan seconded, approved.

Tom Swan made a motion to appoint Dennis Moore as a full-time Police Office at an annual compensation of $30,000, Sandy Payne seconded, approved.

Tom Swan made a motion to reappoint Andrew Genneken, Joshua Atherton and John Walker as part-time police officers at an hourly rate of $11.00.  Michael Hornak to be reappointed at an hourly rate of $15.42, Sandy Payne seconded, approved. 

Tom Swan made a motion to appoint Sandy Payne as the representative for the police department, Francis Fruehan seconded, approved.

Sandy Payne made a motion for Francis Fruehan to be primary representative for Northern Tier Coalition, Tom Swan seconded, approved.

Francis Fruehan made a motion for Tom Swan to be alternate representative for Northern Tier Coalition and Sandy Payne seconded, approved.

Tom Swan made a motion to reappointment Marion O’Malley as township solicitor Francis Fruehan seconded approved.

Tom Swan made a motion to reappoint COG as Sewage Enforcement, Francis Fruehan seconded, approved.

Francis Fruehan made a motion to appoint Code Inspections Inc. as the UCC Building Code Enforecement, Tom Swan seconded approved.

Tom Swan made a motion to reappoint PLGIT and Peoples National Bank as the banks and depository for the Township in 2010 Francis Fruehan seconded, approved. 

Tom Swan made a motion to keep the line of credit in the amount of $50,000 open with Peoples National Bank, Francis Fruehan seconded, approved.

Tom Swan made a motion to reappoint Brian Gardner as Chairman of the Vacancy Board, Francis Fruehan seconded, approved.

Sandy Payne made a motion to reappoint Nick Demaree to the Silver Lake Township Municipal Authority, Tom Swan seconded, approved.

Tom Swan made a motion to appoint Michael Merritt to the Silver Lake Township Municipal Authority, Francis Fruehan seconded, approved.

No one will be attending the State Convention this year.

Tom Swan made a motion that the Supervisors meeting pay remain at $375 per quarter Francis Fruehan seconded, approved.

Tom Swan made a motion to accept the list of Fire Police as submitted by the Fire Chief,  Sandy Payne seconded, approved.

Francis Fruehan made a motion for the monthly meeting to be held the first Monday of each month at 7:30 PM unless a holiday, then on Tuesday immediately following at the Silver Lake Township Building. Tom Swan seconded, approved.

Sandy Payne made a motion for eight paid holidays for township employees and 80 hours vacation pay for employees of the Township, Tom Swan seconded, approved.

Tom Swan made a motion that labor rates for township employees are as follows:

William Whitaker  $10.00/hr.
Maryann Trecoske $10.00 /hr
Ken Schomp   $10.00hr.
Skilled Laborer/Mechanic  $14.50/Hr
Utility Laborer $12.50/Hr.
Roadmaster $15.00/Hr.
Temporary Utility Laborer $10.00/Hr.

Francis Fruehan seconded, approved.

Tom Swan made a motion that Silver Lake Volunteer Fire Company provide fire and emergency services to Silver Lake and Choconut Townships and the Fire Company members are hereby authorized to attend all fires, training and mutual aid calls and all other activities as authorized by the Fire Chief and Officers, Sandy Payne seconded, approved.

Sandy Payne make a motion to advertise in the Binghamton Press, Tom Swan seconded, approved.

This concluded the organizational portion of the meeting.

The minutes of the December meeting were read and approved.  The Treasurer’s report was read, approved and held for audit on motion made by Tom Swan and seconded by Francis Fruehan. 

Public Comment:  Bill Fisher questioned the income being received from Franklin Township for the Police contract was out weighing the disbursements.  He asked if records were being kept.  Chief Burgh explained that this amount will not be offered to Franklin again when the one-year contract is up and that records were being kept and everything will be reviewed at the end of the contract.  The Police Department spends an average of 18 hours a week. 

John Demaree asked about the new UCC company that was appointed during the organizational portion of the meeting.  Francis Fruehan explained that a number of townships in the area are using them and are happy and it appears this company would be a savings of about 20% to homeowners.  The forms will be available from the company’s website which will be posted as a link on the township’s website. 

Tom Jurista asked if there was any one else available to handle the sewage.  Silver Lake Township has a number of holding tanks which requires escrow accounts.  At this point in time COG is the only one that is willing to handle what is involved with the holding tanks.

The paperwork for the first gas well has been received from Chesapeake – Kublo’s located on John C McNamara Drive.  Bill Fisher asked if there were any emergency procedures set in place in the event of an emergency with a gas well.  Tim Burgh explained that the gas companies all have to have emergency procedure plans filed with the county.  They also have to have a secure website that emergency personnel can access with information on any wells they have in the county.  A resident asked if the township had signed up the gas rights and Tom Swan said it had not been considered yet.

Tom Swan read a resolution to update the current Emergency Operations Procedures.  This a Plan that is already in place but needs to be updated.  Tom Swan made a motion to sign the Resolution as read, Sandy Payne seconded, approved.

Chief Tim Burgh gave the police report with 23 reportable incidents for the month of December.  Chief Burgh explained that a contract has been signed with Forest Lake Township for police services.  This is a three-year contract -- $37,000 the first year, $40,000 the second year, and $43,000 the third year.  They will be available to Forest Lake 40 hours a week. 

Ken Barnes spoke regarding the police and how valuable they were during emergencies.  Many times on ambulance calls they are the first ones on scene.

Evan Everitt did the road report.  They have been busy keeping the roads plowed and cindered.

Chief Burgh spoke regarding the roads and said that all the roads were kept plowed and well cindered and thanked the road crew for their hard work.

Tom Swan made a motion to pay the bills as submitted, Francis Fruehan seconded, approved.  As no further business was presented, Tom Swan made a motion to adjourn the meeting.
