Minutes of the February 2010 Supervisors' Meeting

The Silver Lake Township Supervisors held their regular monthly meeting on Monday, February 1, 2010 at the Silver Lake Township building. Tom Swan called the meeting to order at 7:30 pm and everyone saluted the Flag. Francis Fruehan made a motion to accept the minutes as read, Tom Swan seconded, approved.  The Treasurer report was read and held for audit on a motion made by Francis Fruehan and seconded by Tom Swan.

Public Comment:  Bill Fisher read a letter he sent to the Silver Lake Township Planning Commission related to the gas wells coming into the area.  The letter will be made a part of the minutes.  Bryan Young spoke and said the Fire Company has been told if there is any kind of accident involving the gas companies they have been told to stay out and to keep the public away from the area.  The gas companies are responsible to handle the emergencies and have the necessary training.  As far as bonding road, Tom Swan and Francis Fruehan as well as the Roadmaster has met with Representatives of Alta Resources on Dark Hollow Road and even though at the moment there is no damage, Alta will be adding material to the road in an effort to prevent damage.  Mr. Swan said he felt the township was far better off to work with the gas companies regarding road damage than to bond the road.  He feels the roads will be in better shape when the gas companies are done on them. 

Jen Gregory asked about a noise ordinance for the compressor stations. 

Angel Kublo spoke regarding the Police Contract with Forest Lake Township.  She did not feel there had been enough information to educate the residents.  There was discussion for and against the purchase of two new police vehicles.  At the end of the lengthy discussion, Sandy Brink made a motion to approve the purchase of two new Tahoe police vehicles, Tom Swan seconded, approved.  Francis Fruehan asked to go on record as voting against the purchase.  He felt the purchase of two vehicles was excessive.  Tom Swan made a motion to advertise to sell the 2003 Ford Crown Victoria, Sandy Brink seconded, approved.  Francis Fruehan voted against.

Chief Burgh gave the police report with 21eportable incidents in Silver Lake Township for the month of January.   The Chief introduced Mary Rosengrant who is assisting the Police Department with the filing of their UCR reports as well as other paperwork.  Mary is a full-time 911 Dispatcher with Susquehanna County.

Francis Fruehan has finished the report for the January 25 heavy rains – The total is $113,000. The Township declared a state of emergency on January 26, 2010.   His report and photos will be submitted to the County in hopes the area will receive FEMA funding for the repairs.

Evan Everitt gave the road report and said they started the month with plowing and cindering and are working as quickly as they can to get the roads passable from the heavy rains.

One item that was not taken care of during the Organizational Meeting was the appointment to the Planning Commission.  Tom Swan made a motion to appoint Francis Fruehan to the Planning Commission, Sandy Brink seconded, approved.

Tom Swan made a motion to pay the bills as submitted, Francis Fruehan seconded, approved.  As no further business was presented Tom Swan adjourned the meeting.
