Minutes of the March 2010 Supervisors' MeetingThe Silver Lake Township Supervisors held their regular monthly meeting on Monday, March 1, 2010 at the Silver Lake Township building. Tom Swan called the meeting to order at 7:30 pm and everyone saluted the Flag. Francis Fruehan made a motion to accept the minutes as read, Tom Swan seconded, approved. The Treasurer report was read and held for audit on a motion made by Francis Fruehan and seconded by Tom Swan. Public Comment: Mr. Spero with the Census Recruiting spoke and said there are still openings if anyone is looking for a temporary part time or full time job. There were concerns regarding the condition of the state roads. Residents were advised to call 1-800-Fix-Road or 278-1171. Either number goes directly to the PennDOT office in Montrose. There were a number of concerns regarding the gas company activity in the area. Paperwork has been submitted for a compressor station which the township did not receive paperwork. There were a number of complaints regarding the traffic and how fast the trucks are driving and they appear to be overweight. Francis Fruehan has been in contact with DEP regarding questions pertaining to the Kublo well site. Tom Swan spoke and said the only control the township has is with the driveway permits and with township roads. It was asked if when there is activity with a permit if it could be posted as a Notice of Intent on the website. To date there has been no activity on the Kublo site. At the January meeting Code Inspections Inc. had been appointed as the UCC enforcement agency. The ordinance which gave COG the authority to be the enforcement agency needs to be rescinded. Francis Fruehan explained that there are two ordinance 34s, both related to UCC. Francis Fruehan made a motion to name the ordinance in which the township adopts into UCC Enforcement as Ordinance No. 34 and to rename the ordinance entering into an Intergovernmental Cooperation Agreement to establish Susquehanna County COG Code Enforcement Committee to enforce the UCC as Ordinance 34.1. Marion O’Malley is the solicitor for COG and has expressed a concern regarding a conflict of interest. For the purposes of rescinding the COG ordinance a temporary solicitor needs to be appointed. Francis Fruehan made a motion to appoint Michael Briechle, Tom Swan seconded, approved. Francis Fruehan made a motion to advertise the ordinance prepared by Attorney Briechle to rescind Ordinance 34.1, Tom Swan seconded, approved. Bill Fischer asked if the township would be handling the sewage issues in regard to the gas and oil companies. It was explained that if there is a township ordinance then it will be enforced. In this case, COG handles sewer issues and they would be notified. Chief Tim Burgh gave the police report with 20 reportable incidents for the month of February. Anthony DeSantos expressed concerns with the gas trucks in the area. He said they are driving fast and appear over the weight limit. The Chief has contacted the state police and has set up a course involving the over weight trucks in the area. He has received a number of complaints involving the gas traffic. No bids were received for the 2003 Ford Crown Victoria. Evan Everitt gave the road report. They are trying to keep up with plowing the roads. Anti-skid material is about gone and more is being purchased. A road agreement has been signed with Dawson for their seismic testing. There will be no FEMA funding from the January 25 rain storm. Tom Swan made a motion to advertise for road materials, fuels, and sluice pipes; Francis Fruehan seconded approved. Tom Swan read his letter of resignation. Tom served as Supervisor for sixteen years but due to health problems he is forced to resign effective March 1, 2010.
