Minutes of the May 2010 Supervisors' MeetingThe Silver Lake Township Supervisors held their regular monthly meeting on Monday, May 3, 2010 at the Silver Lake Township building. Francis Fruehan called the meeting to order at 7:30 pm and everyone saluted the Flag. The minutes from the March meeting were read and approved on a motion made by Francis Fruehan and seconded by Evan Everitt. The Treasurer report was read and held for audit on a motion made by Francis Fruehan and seconded by Evan Everitt. Public Comment: Bill Fischer spoke and said he and Vera Scroggins attended a public hearing held in Harrisburg regarding eminent domain for the main line and gathering lines for the gas companies. PUC would have to expand its power. It was suggested any resident with concerns should contact their state representative. Francis Fruehan said contact has been made with Municipal Services regarding an engineering study for the possibility of posting and bonding of township roads. This is the same company Bridgewater Township is using. Jessup Township has finished their study but for now are trying to work with the gas companies if this fails and they need to post and bond, their study is done. The cost would be $6,700 plus the cost of the signs. The main concern with posting and bonding the roads is that it would affect the local contractors in our area. Not all roads would have to be posted/bonded. PennDOT is looking at posting and bonding their roads. There had been a meeting with a representative for Laser Midstream. They would bore under the roads to put pipelines in and would not disturb the road surface. They were not aware of any compressor station for our area. Mr. Demaree suggested passing an ordinance to charge the gas companies to move gas through the township. The driveway permit ordinance may be able to be modified to reflect a fee schedule for commercial driveways. No permission has been given to any gas companies to run their ATVs on the public roads. Francis Fruehan is working with the Planning Commission and they are looking at a noise ordinance. The new SALDO might be able to help with the noise issue. The status of purchasing a new truck was brought up. It was explained it was still being looked into. Francis Fruehan read three Resolutions: 2010-102 Repeals Resolution 2004-102 and 2006-109 relating to UCC enforcement by COG - Evan Everitt made a motion to pass the resolution as read, Sandy Brink seconded, approved. 2010-103 would require an affidavit for a recreational cabin exclusion under the UCC, the fee is $100 made payable to the township – Sandy Brink made a motion to pass the ordinance as read, Even Everitt seconded, approved. 2010-104 to execute a contract with Code Inspections Inc. as the UCC enforcement agency and to adopt a fee schedule for the UCC inspections. Evan Everitt made a motion to pass the resolution as read, Sandy Brink seconded, approved. Chief Tim Burgh gave the police report with 14 reportable incidents for the month of May. Motor Carrier Enforcement training continues. Evan Everitt gave the road report. Road grading has started. The rain is helping to keep the dust down. Francis Fruehan made a motion to pay the bills as submitted, Evan Everitt seconded, approved. Two Assessment Permits were issued for the month of April – Oleniacz for a garage and Bennett for a barn.
