Minutes of the December 2011 Supervisors' MeetingRegular MeetingThe Silver Lake Township Supervisors held their regular monthly meeting on Monday, December 5, 2011 at the Silver Lake Township building. Francis Fruehan called the meeting to order at 7:00 pm and everyone saluted the Flag. The minutes from the November meeting were read and approved on a motion made by Evan Everitt and seconded by Francis Fruehan. The Treasurer’s report was read and held for audit on a motion made by Evan Everitt and seconded by Francis Fruehan. Public comment – John Demaree asked for a balance for each of the township funds. Sandy Brink provided the balances. Francis Fruehan explained there would be a carryover balance into the new year on each of the funds. It was explained the carryover balance has to last until March when the tax funds start to come in. Ron Reagan asked about the staffing of the police department. John Demaree asked why another full-time police officer was not hired, and asked if any officers had to work alone on weekend nights. Francis Fruehan said they have not had to work alone on weekend nights. Mr. Fruehan said that we are trying to keep the police department affordable for all residents. It was asked if crime has increased. Another resident pointed out that a lot of surrounding areas were making cuts to their police departments and wanted to make sure the Silver Lake police department continued to be affordable for all residents. Chief Burgh pointed out that getting part-time officers scheduled can be difficult since they also work several other jobs. A resident pointed out that officers should be working when they are scheduled and not when they want to. Mrs. Rossi pointed out that the Silver Lake Police Department is not a 24 hour police department. Kim Fruehan said that officers seem to be working during the week and during the day when the majority of the residents are not in the area and perhaps a survey could be done asking people when they would most like police coverage. Ken Barnes would like to see more coverage and not just on the weekends. He pointed out they are valuable when there is an ambulance call. Mr. Barnes said if the state police have to be called they have to wait a long time. There are a lot of four-wheelers running the township roads. The gas activity has just started. Francis Fruehan presented the 2012 Budget. Township millage will remain the same for 2012 – total 10.26 – General at 5.31; Equipment at 1.3; Building at 0.4; Fire at 1.0; Police at 2.25. John Demaree felt the police department needed to hire more part-time officers and asked if the part-time officers received the same training as full-time officers. Mr. Fruehan said all officers are required to have Act 120 training. Francis Fruehan made a motion to advertise the 2012 budget and the proposed budget would be adopted at a special meeting to be held on Wednesday, December 28 at 5:00 pm. Evan Everitt seconded, approved. The reorganizational meeting will be held on Tuesday, January 3, 2012 at 7:00 pm. Francis Fruehan made a motion to advertise for the reorganizational meeting, Evan Everitt seconded, approved. Evan Everitt spoke regarding a 1976 International tandem dumptruck that will be advertised in the Binghamton Press for auction. It will be listed on auctions international website. Anyone interested in placing a bid can register and place their bid. Mr. Everitt said he hopes the truck will bring $5,000. It has 31,000 miles on it and was purchased in 2006 at Federal Surplus. Francis Fruehan made a motion to advertise the truck for auction, Evan Everitt seconded, approved. Francis Fruehan said at the last meeting, FEMA Flood Maps were received. They are available at the township website. Mr. Fruehan said the township was trying to schedule a time when the FEMA Representative would be available by conference call to answer questions. He hopes to have it set for December 12 and said it would be advertised and posted on the website. This will be a time to check road names and creek names. If you feel your house is incorrectly posted on the flood map that would be a technicial issue and will have to be addressed at another time. Brian Gardner with the Township Planning Commission said even if only a portion of your property is in the flood plain it is considered all in the flood plain. If your mortgage is with a company or bank that is federally backed, you will be required to have flood insurance. Correspondence has been received from ARM Group for Williams Production for the Malling property located on Hawranick Road and the MacGeorge property located off Mahoney Road. Chief Tim Burgh gave the police report with 16 incidents for the month of November. Evan Everitt gave the road report. All equipment is ready for winter. Francis Fruehan made a motion to pay the bills on submitted, Evan Everitt seconded, approved. As no further business was presented, Francis Fruehan made a motion to adjourn the meeting. Budget MeetingThe Silver Lake Township Supervisors held a special meeting on Wednesday, December 28, 2011 at the Silver Lake Township building. Francis Fruehan called the meeting to order at 5:00 pm. The purpose of the special meeting was to adopt the budget for 2012 and to reject or accept the bids received for the sale of the 1975 International F5070 Dump Truck. Francis Fruehan made a motion to accept the 2012 budget as presented at the Regular Township meeting held on Monday, December 5, 2011, Evan Everitt seconded, approved. Evan Everitt said he hoped to receive at least $5,000 for the sale of the truck. The highest bidder on Auctions International submitted a bid of $5,100. Francis Fruehan made a motion to accept the bid of $5,100, Evan Everitt seconded, approved. Auctions International will be advised and as soon as payment is received the title to the truck will be transferred to the new owner. As no further business was presented, Francis Fruehan made a motion to adjourn the meeting. Special MeetingThe Silver Lake Township Supervisors held a special meeting on Thursday, December 29. The purpose of the meeting was to take questions and comments from residents regarding the new proposed FEMA Flood Plain Maps for submission to FEMA Francis Fruehan called the meeting to order at 7:00 pm. Two residents attended the meeting and reviewed the maps. There were no questions or comments. As no further business was presented, Francis Fruehan adjourned the meeting at 7:45 pm.
