Minutes of the February 2012 Supervisors' Meeting
The Silver Lake Township Supervisors held their regular monthly meeting on Monday, February 6, 2012 at the Silver Lake Township building. Francis Fruehan called the meeting to order at 7:00 pm and everyone saluted the Flag.
The minutes from the Organizational meeting and January regular meeting were read and approved on a motion made by Evan Everitt and seconded by Francis Fruehan. The Treasurer’s report was read and held for audit on a motion made by Evan Everitt and seconded by Francis Fruehan.
Public comment – Terry Dugan asked for the 2012 assessment figure. John Demaree asked about the carryover balance for the Police Fund. Ron Reagan asked for the status of replacing a police officer. Francis Fruehan explained that the budget was set and for now no decisions have been made about hiring another Officer. Terry Dugan expressed concern and felt it would be necessary to hire a new officer with all the gas activity coming to the area. It was asked if there would be a reduction in taxes if a new full-time police officer was not hire. Mr. Fruehan did not foresee a reduction in taxes. Terry Dugan asked about the carryover balance for each fund. Mr. Fruehan explained that any carryover balance is not income nor is it an expense and is not reflected on the budget.
Township Supervisors received a request for a letter of support from Denise Rossi for the Community Park. The letter was read and a motion was passed to send a letter of support.
Francis Fruehan read a letter of resignation from Patrolman Andrew Genneken. Evan Everitt made a motion to accept the letter, Francis Fruehan seconded, approved.
The township has received notices from ARM Group on behalf of WPX Energy (Williams Production) regarding proposed well pads and access driveway for the Wheeler property on Pop’s Hobby Lake Road with an access road off Donovan Road. Donovan property on Valley View Road with an access road from Valley View Road. Wooten property in Choconut Township with an access road from Quaker Lake Road in Silver Lake Township.
A Right-to-Know Request was received via email from Angel Kublo regarding time the police department spent assisting other agencies. The information was emailed to Mrs. Kublo. Francis Fruehan said in the past there were concerns regarding billing the other agencies for assisting them. Mr. Fruehan said he has looked into it. It would require a lot of time drawing up Mutual Aid Agreements as well as attorney time and the cost involved to put everything in place would not benefit the township and it would be better to continue as it has been in the past.
Chief Tim Burgh gave the police report with 14 calls for the month of January.
Evan Everitt gave the road report. There hasn’t been a lot of snow but there has been ice which required anti-skid but otherwise the winter has been mild. The road crew has been trimming brush and some roads.
There were no assessment permits and no fireworks permits issued.
Francis Fruehan made a motion to pay the bills on submitted, Evan Everitt seconded, approved.
As no further business was presented, Francis Fruehan made a motion to adjourn the meeting.
